ATLANTIC YARDS AKA PACIFIC PARK BROOKLYN CONSTRUCTION UPDATE
Weeks September 12 and September 19, 2016

In an effort to keep the Pacific Park Brooklyn Community aware of upcoming construction activities, ESD and Greenland Forest City provide the following outline of anticipated upcoming construction activities. We hope it keeps you informed and helps you plan for any possible inconveniences. Please let us know if there’s any way we can improve these updates.

Please note: the scope and nature of activities are subject to change based upon field conditions. In addition, during the utility work water shut-offs may be required; these shutdowns are done under the oversight of Department of Environmental Protection (DEP) and property owners will be given advance notice. Protocols for the trucks entering and exiting the site have been put in place. These protocols provide instruction on roadway routing to and from the project site, queuing of trucks while on site and vehicle idling restrictions. All work has been approved by appropriate New York City and New York State agencies where required. Information in red followed by* indicates new work being reported.

B2 – 461 Dean Street, Modular Residential
During this reporting period:
• Work related to completing rooftop equipment and bulkhead exterior shall continue.
• Interior work will continue on modules that have already been installed.
• Exterior façade adjustments and paint repairs ongoing. All work will be performed within the construction fence perimeter.
• Exterior site work will occur within the construction fence perimeter.*
• Saturday work may occur during this reporting period. This work could include all work listed above.
• 2nd shift work may occur during this reporting period. This work could include all work listed above.

B3 – 38 Sixth Avenue
During this reporting period:
• Superstructure punch list will continue
• The framing of the apartments for the 3rd and 4th floor will continue.
• Installation of mechanical, electrical and plumbing systems will continue.
• Elevator program will continue.
• Curtain wall delivery and operations will continue.
• Site work will continue.
• Saturday work to address field conditions within the site will occur during this reporting period. This work could include all work listed above.

LIRR Yard Activities – Block 1120 & 1121
During this reporting period:
• The Contractor will continue excavation and hauling of soil from Blocks 1120 and 1121. Soil that has been classified as clean, contaminated or hazardous will be removed from the site as part of the excavation activities and brought to appropriate disposal locations. Protocols for the trucks entering and exiting the site have been put in place. These protocols provide instruction on roadway routing to and from the project site, queuing of trucks while on site and vehicle idling restrictions.
• Support of Excavation (SOE) work including the installation of lagging and tiebacks continues within this area during this reporting period.
• Manhole installations, duct bank installations, and cable pulling operations will continue in Blocks 1120 and 1121 during this reporting period.
• Foundation footing and pier rebar, formwork, and concrete installations will continue in Blocks 1120 and 1121 throughout this reporting period.
• In the area located along Atlantic Avenue between the LIRR Site Entrance and Carlton Avenue, excavation, lagging, and drilling of tiebacks are expected to continue during this reporting period.
• Backfilling of Pacific Street Retaining Wall continues. This work is being performed from the sidewalk/parking lane on the north side of Pacific Street near Carlton Avenue. Parking will be closed off in this area during the work. The work is being coordinated with the utility work being performed on Pacific Street in order to minimize parking impacts. The sidewalk on the south side of the street will remain open to pedestrians.

LIRR Yard Activities – Atlantic Avenue (West Portal)
• Rebar/formwork installation and concrete pours for new tunnel footings/walls will continue during this reporting period.
• Demolition of the LIRR tunnel wall will continue during this reporting period.
• MPT
o The sidewalk on the west side of the 6th Avenue Bridge (between Pacific and Atlantic) will remain closed to pedestrians.
o The MPT will remain in place on the far west lane of the 6th Avenue Bridge from Pacific Street to Atlantic Avenue.

LIRR Yard Activities – Night/Weekend Work
Tunnel Work
• Weekend Electrical Utility work (conduit and conduit support installation) is being performed inside the LIRR Tunnel and will continue during this reporting period.
Yard Work
• Demolition of the LIRR tunnel wall at the West Portal (Atlantic Ave) area will continue during this reporting period. Below grade demolition of the LIRR tunnel will be completed on weekends. In coordination with LIRR, this work will be continuous from Friday night through Sunday morning each weekend.
• During the weekend of September 24th and 25th, the new DC Substation will be installed in the LIRR yard. This substation installation will be performed via a crane on Pacific Street and will require Pacific Street between Carlton Ave and 6th Ave to be closed to traffic.*
o The Equipment to be installed will be delivered to Pacific Street Queuing Area during night time hours starting on September 19th. *
o A Community Notice will be sent out once permits are final.*
Infrastructure

PD4 Work
• During this reporting period, water main installation activities continue on Pacific Street between 6th and Carlton, these activities may be noisy at times. The south side of the street will remain open to pedestrians.
• Expanded construction and underground field conditions may require temporary or intermittent closures to vehicles on Pacific Street between 6th and Carlton Avenues. Additional flaggers will be provided as needed and access to /from existing garages will be maintained.

Con Ed
• Working on Dean Street, mainly behind fence and may need to access areas outside the fence as needed to establish services for B11 and B14.

Optimum/Verizon
• During this period Optimum and Verizon communications will have crews on Pacific Street between Vanderbilt & Carlton Avenues installing infrastructure for B11 and B14. Work will involve street excavation within the construction fence perimeter.

Block 1129
B11 – 550 Vanderbilt Avenue:
During this reporting period:
• Precast contractor continues to work on brick façade.
• Deliveries of MEP trades every three days, installation mechanical, electrical and plumbing systems continue.
• Window installation and interior work continues.
• Sheetrock deliveries on Saturdays.
• Site work on Dean Street is ongoing.
• Saturday work to address field conditions within the site may occur during this reporting period. This work could include all work listed above.

B12 – 615 Dean Street:
During this reporting period:
• Site preparation and removals of any above grade structures within the site, stripping of asphalt, and general excavation and removal of top layer of material will continue during this period.
• Soil that has been classified as clean, contaminated or hazardous will be removed from the site as part of the excavation activities and brought to appropriate disposal locations.
• Saturday work to address field conditions within the site may occur during this reporting period. This work could include all work listed above.

B14- 535 Carlton Avenue:
During this reporting period:
• Installation mechanical, electrical and plumbing systems continue.
• Interior work and window installation continues.
• Completing precast panel punch list.
• Sidewalk demolition along Dean Street for foundation waterproofing will commence within the construction fence perimeter.

• Cablevision will install telecom conduits along Vanderbilt Avenue within the construction fence perimeter.
• Saturday work to address field conditions within the site may occur during this reporting period. This work could include all work listed above.

B-15 (6th Ave and Pacific Street)
During this reporting period:
• Activities related to foundation work will continue.

Block 1120 & 1128 Demolition
During this reporting period:
Demolition at Block 1120 could commence upon receipt of DOB and DOT permits. MPT could be installed on Atlantic Avenue. A community notice will be distributed.
How to Reach Pacific Park Brooklyn Community Liaison Office (CLO)
The Community Liaison Office is located at Atlantic Center Mall, 625 Atlantic Avenue on the 3rd floor. Visitors seeking the office should enter through the mall entrance located at the corner of Atlantic Avenue and So. Portland Avenue. Noise Receptor Control Program
You may be eligible to receive and have installed double paned or storm windows and an in-window air conditioning unit for certain residential units where such air conditioning and/or double paned windows/storm windows do not exist today. The cost of any windows and any air conditioning units, and the cost of their installation, would be borne by the Developer.
The locations that may be eligible at this time are the residential sites in proximity to site construction and identified in the 2006 Final Environmental Impact Statement (FEIS) or the 2014 Final Supplemental Environmental Impact Statement (FSEIS) as having the potential to experience significant adverse noise impacts during the construction of the Pacific Park Brooklyn project.
