Atlantic Avenue Water Main Installation Project between Carlton Avenue and Classon Avenue and Washington Avenue between Pacific Street and Fulton Street.

The NYC Department of Design and Construction (DDC) is managing a capital construction project on Atlantic Avenue from Carlton Avenue to Classon Avenue and on Washington Avenue from Atlantic Avenue to Fulton Street. The project is scheduled for completion in Summer 2012.
Work Scheduled for March/April, 2012
There is day and night work to occur:
Atlantic Avenue from Washington Avenue to Carlton Avenue (north side):
* Installation of 48" trunk water main – night work.
Atlantic Avenue from Washington Avenue to Carlton Avenue (north side):
* Welding and sealing of 48" trunk water main - day work.
Work Completed in January/February 2012
Atlantic Avenue from Grand Avenue to Vanderbilt Avenue:
* Installation of combined sewers and appurtenances (accessories: catch basins and chute connections).
Waverly and Vanderbilt Avenues between Atlantic Avenue and Fulton Street:
* Installation of bioswales (landscape elements - tree pits, designed to remove silt and pollution from surface runoff water.
COMMUNITY ADVISORY – WASHINGTON AVENUE CLOSURE
Washington Avenue will reopen to through traffic on/about Monday, March 26, 2012. Due to unforeseen field conditions including, but not limited to, approvals of equipment and materials, work scheduled to occur at Washington Avenue and Atlantic Avenue is delayed until Fall 2012.
Community Impacts:
The DDC is committed to maintaining a worksite that is safe and clean. We realize that dust, noise, and heavy equipment are intrusive but they are common elements of construction. We ask for your patience during the project. During construction hours you can expect the following:
Increased levels of noise.
Some traffic lane changes, roadway closings, and delays.
Possible driveway and street parking restrictions (in order to proceed safely). Signs will be posted in advance as required. Vehicles in violation may be towed.
Signs, advisories, and temporary construction barriers which will guide traffic and pedestrians to promote safety.
Dust, dirt, and mud typically associated with construction
sites.
Machines and materials stored, but cordoned, along the streets nearby or within the project limits.
Special Needs:
Please let the Community Construction Liaison (CCL) know if there is
anyone in your household or building that has special needs so that we
can coordinate our construction activities accordingly.
Property Damage:
You are advised to inform the DDC or the Contractor of any property
damage that you may have. If the contractor fails to respond within 10
days, you should inform the DDC Borough Director in writing. If you
intend to file a claim you must do so within 90 days of the occurrence
with the New York City Comptroller's Office.
Water Service Interruption:
During the course of the project there will be water service
interruptions while old mains are removed and new mains installed.
Advanced notice will be given for all planned interruptions. If it is
necessary for us to turn off your water service, you will receive written
notice informing you by the afternoon of the day before the service
interruption. We suggest you store drinking water to have available in
your home or business for the period that the water service is
suspended. Water service is always restored at the end of the day.
Be sure to turn off any open valves or faucets to prevent flooding
when water service is restored. After water service is restored, the
water may be discolored by sediment that has accumulated in older
pipes, including the service connection to the internal pipes in your
building. Even if no construction is preformed in front of your building
the process of shutting down old pipes can result in discoloration. If
this occurs, run only cold water until it appears clear.

A Capital Construction Project administered by the New York City Department
of Design and Construction will begin soon in your community. We are
committed to maintaining a work site that is safe and orderly. Dust,
noise and heavy equipment are intrusive but common elements of construction.
We are working to minimize the inconvenience, and appreciate your
patience.

Location
This project will take place at the following locations:
Trunk and Distribution water mains replacement in Atlantic Avenue
between Carlton Avenue and Classon Avenue.
Work Hours
Typical working hours are 7:00 a.m. to 4:00 p.m. weekdays.
What to Expect
We have planned this construction to occur in stages to minimize disruption
and inconvenience to residents, pedestrians, and drivers. Some restrictions
will be necessary, however, to complete the work.
Please take note of the following:
• Pedestrian access will be maintained at all times.
• Vehicular access may need to be temporarily restricted, generally
during work hours.
• Signs will be posted informing residents of necessary street closures
and/or limited access.
• Parking may be temporarily restricted where necessary to allow construction
to proceed. Signs will be
posted indicating the temporary restrictions.
• Driveway access may be temporarily restricted in order to perform
certain work.
•Some bus stops and/or bus routes may be moved or changed during the
course of this construction. Signs and directions will be posted showing
the new stops and/or routes.
You will receive notification of the above restrictions from the project
staff.
Special Needs
Individuals with special needs who may be uniquely impacted by this
project should contact the project's Resident Engineer, Community/Business
Liaison, or Engineer-In-Charge as soon as possible, to make them aware
of your situation. We will work with you to attempt to minimize the
inconvenience as much as possible.
Sidewalk Violation Notices
Prior to sidewalk installation, the NYC Department of Transportation
will inspect your sidewalk. If a violation exists, a sidewalk violation
notice will be issued to you. Included with this violation notice
will be a Preliminary Inspection Report (PIR) indicating the square
footage you will be assessed for. Your sidewalk will be installed
in no less than 45 days. During this 45-day period, you may request
a reinspection by DOT that may result in a revised PIR. When the sidewalk
is installed DDC will notify the NYC Department of Finance to assess
you for the work completed in accordance with the final PIR. For more

Property Damage Concerns
Under the terms of the contract, the Contractor is responsible for
the repair of any proven property damage and restoration of the construction
area, including sidewalks and curbs, to at least the condition that
existed prior to the start of construction.
As a protection for the City of New York and the property owners along
the route of the construction, preconstruction pictures are taken.
The contract requires the Contractor to maintain property damage and
liability insurance coverage until the completion of all work. You
are advised to inform the Contractor and the Resident Engineer in
the first instance of any property damage you may have, and if the
Contractor fails to respond within 10 days, you should inform the
DDC Borough Director in writing.
Important
If you believe the city is responsible or if you wish to file a claim
with the city you must do so within 90 days of the occurrence with
the New York City Comptroller’s Office. For information please contact

Note
If your water service is NOT restored by 6:00 pm, unless the shutoff
notice gives special information regarding non-standard hours (e.g.
overnight work), please call the 311 Service Center available 24 hours
a day.
